    • Reports to: Assistant City Manager Public Works

    FLSA Status: Exempt

    Salary: $83, 283 - $106,621 Annually DOQ

    Summary:

    The Deputy Director of Public Works will be responsible for directing and administering the activities of the Public Works Department, including: solid waste, engineering, grounds maintenance, cemetery operations and maintenance, fleet maintenance, stormwater, transportation, maintenance of public facilities, central supply, urban naturalism and capital construction. The position involves planning and coordinating the programs and services of the department, departmental goals, facilitating training, oversight of the division budgets, and establishing standard operating procedures and policies for the department, implementing the asset management software. The Deputy Director helps prepare and present the operational and capital budgets for public works totaling more than $10 million (over three funds) and will be responsible for the supervision of all Public Works, currently comprised of seventy-three full-time employees with three direct reports.

    The Deputy Director will be expected to work closely with the City’s leadership and provide support to the public works staff on the following key strategies and projects:

    • Oversight of the operating budget Implementation and evolution of the Public Works Strategic Plan and related components of the City Commission Work Plan
    • Oversight of asset management and resident maintenance request software practices
    • Assisting with the Capital Improvement Program for Public Works
    • Collaborating on security initiatives for our public facilities
    • Creating and implementing standard operating procedures for Public Works, including a comprehensive onboarding plan for new employees

    Essential Functions:

    The Deputy Director of Public Works is expected to:

    • Oversee the execution of key public works functions, including transportation, stormwater management, solid waste, fleet management, and public park and facility maintenance.
    • Supervise operational aspects of these functions, ensuring efficiency, sustainability, and compliance with city regulations.
    • Support the development and implementation of innovative public works solutions, including active transportation networks, green infrastructure and sustainability initiatives, speed management measures, and enhancing pedestrian, bicycle, and automobile safety.
    • Support innovation and best practices related to city infrastructure and organization.
    • Address resident complaints and inquiries regarding public works operations, ensuring transparency and responsiveness.
    • Act as a liaison between residents, City departments, and external agencies to resolve issues effectively and maintain positive relationships with the community.
    • Lead the preparation and monitoring of departmental budgets, including capital improvement projects and operating expenses.
    • Track financial performance, identify funding needs, and support funding strategies, including pursuing grants and other innovative funding mechanisms.
    • Manage the end-to-end process for public works projects, including the selection of design consultants, contract management, bid preparation, project oversight, and ensuring completion within scope, time, and budget.
    • Develop and enforce departmental policies and standard operating procedures to ensure effective operations and compliance with best practices.
    • Lead, mentor, and manage a team of direct reports and staff, providing training, support, and professional development opportunities.
    • Assist in the accreditation of the Public Works Department with American Public Works Association (APWA) and coordinate the evaluation and review process.
    • Provide leadership and support ensuring the public works team is equipped to respond to critical infrastructure needs during times of crisis (e.g., stormwater management during floods, emergency road repairs).

    • Excel in customer service by resolving conflicts promptly and professionally.
    • Be responsive to community concerns and work to continuously improve public satisfaction with the department’s services.
    • Oversee large-scale capital improvement projects and manage complex budgets effectively.
    • Ensure that projects are completed on time and within budget, with optimal use of resources.
    • Promote a diverse and inclusive work environment and advocate for equitable access to public services.
    • Foster an environment of respect, fairness, and inclusivity in all aspects of the department’s operations.
    • Proficiency in Microsoft Office and other relevant software tools.
    • Experience with asset management software and project management platforms is preferred.

    Required Education and Experience:

    • Bachelor’s degree in Public Administration, Civil Engineering, Urban Planning, Environmental Engineering, or a related field.
    • Master’s degree or professional license in a related field is preferred.
    • Five to ten years of management experience with a strong emphasis on public works or infrastructure management.
    • Supervisory experience, demonstrating the ability to lead and motivate a diverse team.
    • Valid Georgia Driver's License required.
    • Availability for emergency call-ins during evenings, weekends, and holidays.

    Desired Qualifications:

    • Experience with Capital Project Management including defining scope, schedule, and budget
    • Experience with asset management software implementation and/or management
    • Familiarity with sustainable infrastructure practices (e.g., green building certifications, stormwater best management practices).
    • Knowledge of local government codes, policies, and regulations related to public works.
    • Experience managing department budgets

    Physical Requirements:

    • Ability to occasionally lift up to 20 lbs.
    • Ability to walk, stand, and perform site inspections in various weather conditions.
