UTILITIES DEPARTMENT - Solid Waste Coordinator

SALARY RANGE: $71,960 - 93,548:
This position plays a key administrative and operational role in supporting the City’s residential and commercial solid waste programs. Responsibilities include coordinating solid waste collection services, maintaining departmental records and contracts, preparing and reviewing RFPs, analyzing revenues through the database system, and supporting equipment and landfill planning, specifications, bidding, and construction activities. The position also manages customer service and compliance issues, working closely with Code Enforcement and responding to public complaints to ensure timely resolutions. This role requires strong knowledge of solid waste collection and disposal methods, excellent communication skills, and the ability to work effectively with City departments, vendors, and the community.
ESSENTIAL FUNCTIONS (Without Accommodations):
Able to read, write, speak and understand English in order to communicate with staff, co-workers, general public, businesses and outside agencies. Able to work a minimum of 40 hours per week and additional hours as required. Able to efficiently use all equipment and/or materials as specified in job description.
Able to see and hear well enough to perform duties specified in job description. Able to perform field work to inspect and verify customer information in outdoor conditions. Ability to operate a motor vehicle; obtain and maintain a valid Florida driver’s license within 30 days of hire.
EQUIPMENT TO BE USED:
Personal computer and related software, solid waste software applications, calculator, fax machine, copy machine, general office equipment, other equipment necessary for completing job responsibilities.
ENVIRONMENT:
Work occurs in both air-conditioned office settings and outdoor environments in all local weather conditions. Occasional duties at the Transfer Station may involve extreme heat, heights, fumes, chemicals, vibrations, and loud noise with required safety measures

DUTIES/TASKS/JOBS:
- Plan, organize, coordinate, and direct the City’s solid waste program including collection, disposal, program administration and operations.
- Design, develop and implement promotional and educational solid waste materials for dissemination to the public.
- Facilitate the City’s residential, multi-family, and commercial solid waste program to encourage increased participation in accordance with the City’s Solid Waste Master Plan.
Collect and analyze recycling data via spreadsheets and database management system; maintain monthly reporting.
- Establish and maintain reference system for public information with an emphasis on updating and continually improving City’s website page.
- Present to civic groups, public organizations, individual businesses, and the community to increase awareness and promotion of the City’s solid waste programs, as well as the opportunity for businesses to cut costs through recycling participation.
- Work with special events organizers to facilitate recycling participation and ensure their compliance with the City’s special events requirements for recycling.
- Develop and implement environmental strategies, action plans, policies and practices that ensure waste reduction and sustainability practices.
Be able to relieve Transfer Station personnel as needed.
- Participate in environmental education events/organizations, special events and research or pilot programs.
Make presentations regarding solid waste issues to the City Commission, Other City Boards, and community groups.
- Ensure compliance with the municipal solid waste collection contract.
- Assist in the preparation of the annual budget for solid waste division and monitor expenditures.
- Assist Director to develop and implement short- and long-term goals, objectives, policies and priorities.
- Assist in the development of the capital improvement plan for solid waste projects.
- Oversee the City’s Solid Waste activities at the transfer station as well as throughout the City of Key West.
- Manage the transfer station scale house attendants, schedule, activities, compliance, and performance.
- Manage administrative and operational records, including reference files, contract renewals, invoices, maintenance scheduling for City scales and surveillance systems, and support for RFP preparation, contract review, and cost management.
- Support solid waste operations and improvements by assisting with equipment and landfill design, specifications, bidding, and construction management, and by analyzing revenues and managing accounts through the department’s database system.
- Coordinate customer and compliance issues by working with Code Enforcement, responding to online complaints, and ensuring timely resolution of residential and commercial solid waste concerns.
- Perform other job-related duties as assigned..
REQUIRED KNOWLEDGE, SKILLS/QUALIFICATION AND ABILITIES:
Bachelor’s degree in related field from an accredited college or university. Considerable knowledge of recycling and solid waste practices and procedures. Ability to organize, plan, direct, implement and coordinate plans and procedures to increase recycling rates. Ability to express ideas clearly and concisely both verbally and in writing.
Considerable knowledge of office practices and procedures, customer service, and computer software, GIS and GPS. Ability to write and prepare comprehensive program plans. Knowledge of media and public relations practices and marketing strategies. Knowledge of principles and practices of solid waste collection and disposal practices and user rate development and administration.
Ability to interpret laws, codes, regulations and ordinances affecting solid waste facility operation and administration. Knowledge of applicable City policies, procedures, and memoranda of understanding related to maintenance and construction, budgeting, finance, and personnel. Knowledge of general administrative practices including budget development and management, and contract administration.
Three (3) years’ experience in a supervisory position preferred. Equivalent combination of training and experience may be substituted as determined by department head.
