    Job Description

    PAY Pay Range: 520 Hourly Rate: $43.12 - $65.93 The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

    POSITION DESIGNATIONS:

    This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

    This job classification has been designated as a cyber security sensitive job classification effective June 26, 2023, in order to comply with United States Department of Justice, Federal Bureau of Investigation, Criminal Justice Information Services (CJIS) Division’s Criminal Justice Information Services Security Policy (Version 5.9.2, 12/07/2022), 5.12 Policy Area 12 Personnel Security. The policy requires national fingerprint-based records checks be conducted prior to granting access to criminal justice information for all personnel who have unescorted access to unencrypted Criminal Justice Information (CJI) or unescorted access to physically security locations or controlled areas (during times of CJI processing). Employees in this job classification will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check after receiving a conditional offer of employment. Additionally, employees in this job classification must complete the required CJIS Security and Privacy Training and pass the online certification test.

    JOB SUMMARY:

    This position is located in the Public Safety Support Division of the Information Technology Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The position is primarily responsible for overall project management, training and supervision of professional and technical staff within various department lines of business. Incumbents support a range of Information Technology programs including Client Support, Network and Communications Infrastructure, Public Safety Communications and Information Security. Essential job functions include: providing section oversight and technical support to staff who maintain enterprise hardware components and software; evaluating and implementing new and replacement systems; coordinating and directing project management implementations; developing program goals, objectives and budgets; preparing various administrative reports and monitoring maintenance and support contracts. The employee has frequent contact with other City departments, contractors, vendors, outside agencies, etc., to exchange information or provide technical assistance regarding program activities. The instructions received define program objectives as well as personnel and budgetary limitations. Work is reviewed by division level managers or Information Technology Assistant Director for program accomplishments; management effectiveness; and adherence to policies, procedures, and directives.

    VETERANS PREFERENCE:

    Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference.     JOB REQUIREMENTS--GENERAL:

    Skill in the application of existing project management principles within an information technology environment. Skill in supervising. Skill providing employee management, including monitoring day-to-day activities, development of action plans, and conducting performance evaluations. Skill in the administration of existing enterprise operating systems and productivity software.

    Skill in the development and oversight of enterprise level change management policies and procedures. Skill performing budget and reporting activities. Knowledge of Active Directory user and group administration principles. Knowledge of existing and emerging commercial technologies sufficient to recommend and implement solutions to address business needs of a large enterprise workforce.

    Possession of a valid Driver License (Operator). JOB REQUIREMENTS--PUBLIC SAFETY COMMUNICATIONS SUPPORT Skill in management of a Public Safety Communications Support team supporting a medium size or a larger enterprise workforce. Skill in the installation, configuration and troubleshooting of commercial radio communication systems.

    Skill in the use of computer applications supporting mobile and hand-held radios. Skill in the configuration and support of trunked and P25 radio systems. Skill of troubleshooting tools such as digital analyzers, oscilloscopes, multimeters and signal generators.

    PREFERRED QUALIFICATIONS:

    Possession of a bachelor's degree OR eight (8) years of experience and relevant certifications. A minimum of ten (10) years of progressive experience supervising technical personnel. A minimum of ten (10) years of experience in public safety technology support within a radio shop-type environment. A minimum of five (5) years of experience providing technology customer support for Land Mobile Radio (LMR) and Mobile Data Computer (MDC) systems.

    WORKING CONDITIONS--GENERAL:

    Primarily indoors in a climate-controlled environment. Occasionally required to work beyond normal work hours or to change work hours when conducting training or systems analyses. Occasional local and out-of-town travel.

    WORKING CONDITIONS--PUBLIC SAFETY SUPPORT:

    Continuously working near moving machinery, power tools, and vehicles in motion. Frequently exposed to chemical irritants such as cleaning solvents and noxious odors. Frequently working from ladders, platforms, or other equipment from 4 feet to 100 or more feet above floor or ground level; and climbing in and out of tall vehicles.

    Occasionally performing work in outdoor environments. Occasionally working on and around wet or slippery surfaces. Occasionally working with equipment such as grinders, drill presses, electric drills, etc. Occasionally working with electrical power from 110 volts to more than 480 volts. Occasionally exposed to loud noises caused by sirens, motors, and vehicles.

    Occasionally exposed to large amounts of dust. Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

    PHYSICAL REQUIREMENTS:

    Strength enough to frequently lift, push, pull or carry computer/network infrastructure components weighing up to 50 lbs. without mechanical assistance. Arm-hand dexterity enough to demonstrate and operate keyboards, small diagnostic equipment, remove and replace small components from computer systems, network cabling, or other related hardware configurations, etc.

    Near vision enough to read training manuals, small component labeling on computer hardware components such as motherboards, expansion slot cards, chipsets, etc. Hearing enough to understand and communicate by telephone and in person. Speech enough to communicate by telephone and in person when conducting training or providing assistance.

    Body dexterity to climb bend, twist and crawl in small or confine spaces.
