General Experience: A minimum of three (3) years of related experience.

Functional Responsibilities:

Plans and implements strategic approaches that meet data and performance management objectives. This includes reviewing specifications and data, identifying trends and potential problems, and recommending alternatives and solutions. Provides independent and objective analysis and consulting services including baseline assessments; program audits and evaluations; performance measure/indicators; reporting. Assists in validation of existing strengths and makes recommendations. Assists in the development and preparation of reports that present findings. Assists groups in establishing clear goals to achieve new levels of problem solving, decision-making.

Tasks/Description of Services

Phase 1: Reconcile Maximo, Facility Condition Assessment (FCA) reports, and Internet Quarters Management Information System (iQMIS) data. The reports are developed and there are approximately 183 FCA reports. Identify discrepancies between the three, report discrepancies to the government, separating into: Bureau of Indian Affairs (BIA) Owned assets, Bureau of Indian Education (BIE) Owned assets, Office of Justice Services (OJS) Owned assets, Tribal Owned assets, Central Office Owned assets, and Other. Following this, physical visits to the sites may be required to verify what is truly there. At least 12 visits to each BIA Region.

Phase 2: Conduct Indian Affairs (IA) wide assessment of housing rates at IA Owned housing, which involves approximately 2,315 housing units in the IA inventory. Identify rental rates of every unit as too high, at the appropriate level, or too low, and where identified as NOT at the appropriate level, provide recommended level for government review. Review National Park Service (NPS) "Affordability Tool," develop IA version of the tool to be used for IA assets.

Phase 3: Develop Training and Capacity Building Plan. In coordination with BIA Regions and BIE, develop a training plan for regional/agency housing managers, best practices, etc. Deliver the plan to the government.
